The legislation allows forestry contractors to appoint a negotiating agent to negotiate contract conditions and rates on their behalf. The Forestry Industry Council has developed model instruments for use by forestry contractors and hirers.

The legislation provides that certain engagements must be in writing, and must specify the minimum number of hours of work or income level that the contractor will receive.
