Creative State - Victoria's first creative industries strategy
With more than $115 million in new funding, Creative State is designed to grow Victoria's $23 billion creative and cultural economy, turbocharge local creative enterprises, create new jobs and employment opportunities, and bring social and cultural benefits to Victorians.
Jobs Victoria supports Victorians facing barriers to employment into the workforce by consolidating all Victorian Government employment services into one system, making it easier for jobseekers to access the help they need to get work.
Jobs Victoria Employment Network (JVEN)
The Jobs Victoria Employment Network is the centrepiece of a new approach to employment assistance in Victoria. Through a network of specialist employment services, Jobs Victoria delivers employment assistance to people and places that need it most.
Other initiatives to support Victorians into work are:
JobsBank provides intensive support to long-term jobseekers with complex needs, and to the businesses who pledge jobs for them. Jobseekers participating in this initiative are drawn from groups in our community most a risk of being left behind. JobsBank sees government and business working together to support these Victorians into employment.
Youth Employment Scheme (YES)
YES creates structured training and employment opportunities for young people aged 15 to 24 years by supporting traineeships in the Victorian public sector. The program helps build skills and opportunities for local labour markets and provides career pathways for those who are disadvantaged in the labour market.
Youth Cadetship Scheme
The Youth Cadetship Scheme builds on the Youth Employment Scheme. It gives young Victorians a job in the public sector, accredited training and experience that will put them on the path to a meaningful career.
Major Projects Skills Guarantee (MPSG)
The Major Projects Skills Guarantee requires all Victorian Government projects valued over $20 million to use Victorian apprentices, trainees or engineering cadets for at least 10 per cent of the required labour. This guarantee gives young people, and workers looking to re-skill, experience and opportunities on Victoria's biggest infrastructure projects.
Social Enterprise Strategy
The Victorian Government has launched Australia's first Social Enterprise Strategy to improve sector support and ensure more social, economic and employment opportunities for disadvantaged Victorians.
Business in Transition Support (BiTS)
BiTS helps to reduce the impact of retrenchments, particularly in the manufacturing industry and regional communities. BiTS ensures business owners understand their obligations and responsibilities, helps workers to plan for their future after retrenchment and links to other agencies that offer services to the business and its employees.
Victoria's Automotive Transition Plan
The Victorian Government has announced its $46.5 million Towards Future Industries: Victoria's Automotive Transition Plan, to assist workers affected by the closure of the major car manufacturing in Victoria to find new jobs.

Equal Workplaces Advisory Council
The Equal Workplaces Advisory Council will report to and advise the Minister of Industrial Relations, Natalie Hutchins about initiatives that will tackle the gap in women’s pay and workforce participation, including gendered occupational segregation.
The Central Bargaining Unit (CBU) assists departments, agencies and unions with industrial relations matters and enterprise bargaining to ensure the consistency of advice to employers and stakeholders and compliance with the government's public sector industrial relations policies.
The CBU is not directly involved in all public sector negotiations, it is a resource that parties can draw on to assist in the bargaining process. Its role is to:
- oversee bargaining across the public sector
- become involved in bargaining negotiations to assist parties to find workable solutions and avoid disputes
- assist in the resolution of disputes between parties.
Agencies should communicate with their portfolio department and CBU when:
- developing submissions for management logs and proposed agreements during negotiations
- developing proposals for service delivery improvements during negotiations.

Call Centre Code
The Victorian Government Call Centre Code has been developed to assist people to understand the Victoria Government's requirements and expectations in relation to the call centre industry. The Call Centre Code outlines legal obligations and also provides guidance on industry best practice to promote and maintain a sustainable call centre industry.
Industrial Relations Victoria has developed a range of information materials to help businesses, schools and parents with child employment, including information on how to apply for a child employment permit.

Long service leave
Industrial Relations Victoria has developed a range of materials to provide assistance on long service leave laws, including a comprehensive guide which explains the entitlements and obligations of employers and employees under the Act.

The transport and forestry industry councils are established under the Owner Drivers and Forestry Contractors Act 2005. The Act aims to improve the position of small businesses in the road transport and forestry industries by providing information and support to run successful businesses.

The regulator ensures that earth resource developments do not pose environmental and public safety risks and are accountable to local communities. Regional Jobs and Infrastructure Fund
The Regional Jobs And Infrastructure Fund supports regional development by investing in growing jobs, building infrastructure and strengthening communities in regional Victoria.
There are nine Regional Partnerships across the state that have been established to give regional communities greater say about what matters to them and ensure their voices reach the heart of government. Partnerships help to increase collaboration between communities, industry, businesses and government to address the most important challenges and opportunities in each region.
Each Regional Partnership is guided by a diverse group of members drawn from local communities, businesses and the three-tiers of government. They engage with their communities on priorities for their region, which are then presented through to government.
Regional Partnerships are the centrepiece of Victoria's Regional Statement.

Small business bus
The Small business bus visits a variety of locations in Melbourne and regional Victoria, acting as a 'travelling office on wheels'. Bookings for a free 45 minute face-to-face consultation with an expert business mentor aboard the bus can be made through our website, as well as further details on the range of programs services.
Small business mentoring program
Mentoring services are provided by highly experienced business people with skills and qualifications in a wide range of industries and disciplines.
Small business workshops and events
Small Business Victoria workshops and events are available to Victoria's small businesses. Held at both metro and regional Victoria locations, Small Business Victoria workshops are run by experts in their field. The workshops cover a range of business topics from starting your business, understanding business planning essentials to improving time management and developing digital strategies for your business.
Small business festival
The Small business festival takes place annually each August, and comprises more than 500 events including workshops and seminars across metropolitan and regional Victoria provided through collaboration with industry groups, private organisations and agencies across three levels of government.
Multicultural Business Ministerial Council
The Multicultural Business Ministerial Council's role is to actively promote Victoria as a culturally diverse business centre, providing a forum for strategic business networking and promoting Victoria's trade agenda in emerging markets to better support people from non-English speaking backgrounds in their small business ventures.
Small Business Ministerial Council
The Small Business Ministerial Council's role is to encourage small businesses to innovate and grow in a dynamic environment, understand the pressures of regulatory red tape and aim to reduce it where possible, and voice common small business issues in the community.
Trade and investment
Advancing Victorian Manufacturing
Advancing Victoria's Manufacturing. A Blueprint for the Future provides the vision for the Victorian manufacturing industry, focusing on areas that will prepare Victorians for the jobs of the future, encourage innovation, build scale, capability and supply chain excellence, and foster a globally competitive business environment.
Investment attraction and assistance
As part of the Job Statement, the Victorian Government has committed to establishing a new dedicated investment attraction fund of $116 million that can be deployed at speed to attract investors and seize upon opportunities immediately. These investments will create thousands of jobs for Victorians.
Future Industry Fund
The Victorian Government has established the $200 million Future Industries Fund to support six high-growth sectors that have potential for extraordinary growth – to create jobs and attract investment in Victoria. Consultation with the business community, unions, experts and other levels of government is currently being undertaken to identify the initiatives that best support the future growth of each sector.

Victorian Industry Participation Policy
The Victorian Industry Participation Policy (VIPP) requires government departments and agencies to consider competitive local suppliers, including small and medium-sized enterprises (SMEs), when awarding contracts valued at $1 million or more in regional Victoria, or $3 million or more in metropolitan Melbourne or for state-wide activities. VIPP also has a strategic project framework for projects valued at $50 million or more.
VIPP Strategic Projects have government mandated minimum local content requirements.

From 1 January 2017, a new approach to fare compliance will be introduced to Victoria.
The Victorian Government is committed to delivering cycling projects and programs that focus on safety and increasing cycling participation across Victoria.
Construction Industry Leadership Forum
The Construction Industry Leadership Forum (CILF) is a joint forum of leaders from industry and the Victorian and New South Wales public sectors that convenes at least every six months to drive improved collaboration and action around procurement and delivery of major government infrastructure projects, including addressing capability and capacity constraints.
